About the Consultation
The Victorian Government is seeking feedback on the Draft Primary Production Adaptation Action Plan 2027–31, which outlines the next phase of climate adaptation for Victoria's agriculture and primary production sectors.
The Action Plan focuses on helping producers adapt to changing climate conditions through improved decision-making, stronger resilience, better use of data and technology, and increased collaboration across industry and government.
The consultation also recognises the growing importance of digital capability, innovation and trusted information to support sustainable production, market access and long-term competitiveness.

GS1 Australia supports the Victorian Government's objective of building a more resilient, productive and climate-ready primary production sector.
Our submission focuses on an important enabling capability that underpins many of the proposed actions - interoperable digital infrastructure that enables trusted identification, traceability and information sharing across agricultural supply chains.
Key themes raised in the submission include:
Digital infrastructure for climate adaptation
Climate adaptation increasingly depends on trusted information. GS1 Australia recommends recognising interoperable digital infrastructure as foundational capability that supports better decision-making, resilience and productivity across the primary production sector.
Open standards and interoperability
Future digital agriculture initiatives should be built on open, internationally recognised standards that allow existing government and industry systems to exchange information without creating unnecessary duplication or new reporting systems.
Collect once, use many times
Producers are increasingly asked to provide similar information for sustainability, biosecurity, traceability and market access. Better interoperability enables information to be collected once and reused across multiple purposes, reducing reporting burden.
Alignment with national initiatives
Victoria has an opportunity to align implementation with emerging national initiatives including the National Agricultural Data Interoperability Framework and the Australian Agricultural Traceability Protocol, supporting nationally consistent approaches across jurisdictions.
Supporting resilient and competitive supply chains
Trusted identification and data exchange strengthen climate resilience while also supporting traceability, emergency response, sustainability reporting and continued access to domestic and international markets.
